Uttar Pradesh
Hi there,
According to rules of neet counselling set up by MCC if a candidate does not join or report the college he/ she get alloted in first round. Then candidates would not be penalized. That means candiates's security deposit will not be forfeited. Furthermore, candiates will be allowed to participate in subsequent round of counseling.
Hence option for free exit is available in Neet counseling and amount of security deposit is not forfeited if candidate does not report alloted College.
But this rule is for only 1st round.

Hello aspirant,
No, there will be no legal issues if you leave your seat in Uttar Pradesh government college. However, if you chose to free exit, you will not be refunded your demand draft of Rs. 30,000 which you earlier submitted at the chosen nodal centre. If you leave in between the course, you will have to pay a penalty by paying the 5 year course fee to the college.
Hope it helps!
