Your chances of getting any medical/dental college be it government or private is extremely low .
This is because,
In order to be eligible for getting admission in BAMS, MBBS BDS etc even in private colleges or anywhere you must qualify Neet examination but with your marks, your chances of qualifying neet is low.
This is very difficult to predict neet 2021 cut off as cut off marks keeps changing every year depending upon various factors like :-

NEET 2021 results have been declared by the National Testing Agency NTA.
To predict whether you will definitely get a seat in a college is an uphill task as cut-offs for colleges change every depending upon several factors such as
• Number of applicants in NEET exam
• NEET question paper difficulty level
• Score of the candidates in NEET 2021 result
• MBBS/BDS seat matrix 2021
NEET 2021 Cut-off goes like
• General - 50th percentile
• SC/ST/OBC - 40th percentile
• General-PwD - 45th percentile
• SC/ST/OBC-PwD - 40th percentile
Though it was expected that due to higher difficulty levelt off for colleges will decrease, but it turns out students have performed exceptionally well and the cut offs have increased compared to last year
The only government college that provide BDS course in Uttar Pradesh is King George's Medical University, Lucknow. But with your score it is very difficult to get admission in this college

NTSE Uttar Pradesh 2021 Application Form will be released on the 4th week of October 2021. NTSE Uttar Pradesh 2021 Application Form Can be filled by the 2nd week of November . In online mode, only applicants can apply. Students studying in class 10th of up are eligible to give the exam.

It's quite difficult to predict that whether you will get seat or not as cut off marks/rank for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc. As you mention with 164 marks and from OBC category you have low chance to get seat in private college in UP.

As per the eligibility criteria, if you are a bonafide residence of Uttar-Pradesh, and you or your parents have domicile certificate of UP that means you are eligible for state quota, your parents domicile certificate is optional in case you have your own domicile certificate of UP, so overall you are eligible with your own domicile certificate of UP residency.
