Open category basically means the general category in home state and other state quota. But let me tell you that as you mentioned that you belong to some category so finally you would be admitted through your category quota.
As the cut off will be lower in your category quota so you will be admitted through that as per this rank it is very difficult to grab a seat in any of the good colleges if you do not belong to sc/st category.

Hope you are doing well. See,as of now it's very difficult to predict the exact cut-offs as they keep changing every year depending on various factors like no. of students appeared, difficulty level of the question paper ,seat matrix and overall performance of the students . But we can have an idea of your probability of getting selected into your desired medical college based on previous year's cutoff scores and ranks through State quota .
In 2020 , the cutoff score for an OBC category candidate through UP state quota counselling was 606 with a closing AIR of 16,990 . So,it's not possible for you to grab a government MBBS seat through UP state quota counselling.
For getting a seat in Maharashtra,you atleast needed to score 615+ to be safe as you'll have to go through All India Quota Counselling.

So basically AIQ is for all the NEET candidates who wants medical seat in any part of India and State quota is for those students who wants to get a medical seat in their own state irrespective of whether it is private or government .
The seats of all the Government Medical and Dental Colleges in India through NEET are divided into two quotas namely -
All India Quota(15%) and State Quota(85%).
This means 15% of the total seats available in the Government Medical Colleges and Dental Colleges are under the All India Quota which is also known as the Central Pool. The counseling for such seats are conducted by Medical Counseling Committee (MCC). The counseling for remaining 85% seats are conducted by the respective State authorities.
Also, for the 15% All India Quota seats, all the candidates who appeared in NEET UG 2021 and qualified the exam are eligible to participate in the counseling process whereas for 85% State Quota seats, the candidates are also required to fulfill the domicile criteria as laid down by the authority responsible for the NEET counselling of a particular state.
