It's very complicated to say whether you can get admission in NIT's as the competition level of the exam are increasing day by day.
This time in 2021, near about 6 lakh candidates gave the exam,which is heavily less than previous counts,9+ lakhs,so there would be great changes in the cut-off compared to previous year's.
Now coming to other government colleges,you can apply to the colleges accepting admission through jee mains. Apply to other state colleges accepting mains result. Give other exams too,i am sure you can get good rank in state exams. Or the other option left for you is to prepare again for jee and do better this time,you will atleast need a percentile near to 97.5 %ile and above to secure a seat in central colleges considering your category.

See the CRL rank that you have mentioned is either wrong or SC rank mentioned is wrong because with such CRL rank your SC rank can be 3847 but not 38475. So considering that your SC rank is 3847, you have less chance for CSE in good NITs but you can go with some other branches in NITs or CSE in some IIITs
