For EWS category candidates, EWS rank closes around 15k for female candidates in JOSAA counselling so on such EWS rank even after considering female quota you won't be able to get any of the colleges though JOSAA counselling.

see the eligibility criteria for GGSIPU b.tech is candidates must have completed 12th course with physics, chemistry , mathematics as compulsory subject from a recognized education board. admission to b.tech in ggsipu is based on jee main score, so you must have valid jee main score for admission. only if you want to study b.tech biotechnology, you have to appear in ipucet entrance test.
even if you have domicile of UP, you are eligible for counselling. ews and category seat intakes are only applicable for University School of Studies and Govt. affiliated Colleges only . however seats matrix are separately reserve for delhi students and out side delhi students. generally 15% seats are reserve for outside delhi region students.

Hi aspirant, with 103479 rank in JEE mains you can surely get into HBTU and according to this rank you can easily any branch except CSE but there may be some chances if you have any kind of reservation category proof which you already have as you can book a seat in HBTU in CSE branch with the female reservation category.

Unfortunately on such EWS rank it is very difficult to get any of the NITs even under EWS quota because closing EWS ranks were around 7k-9k for NITs/IIITs and 10k-11k for GFTIs and you are very far from it also you can see the closing EWS ranks of last year were like :-

Admission through CSAB counselling is based on All India Rank in JEE Main. Considering the previous year cut off in round 2 of CSAB counselling you have chances of getting seat in the following institutes under other state category (general category)
