All the states participating in the NEET 2021 will be able to fill their 85% seats of MBBS/BDS though state counselling, while the remaining 15% of the seats will be filled through All India central centralized counseling
1.Candidates must have completed/appearing his/her 10th and 12th from the state.
2.Candidate must possess a valid domicile in the state.
3.Candidate should possess a residency proof of the state.
So if you qualify any of those above criteria you can apply for domicile certificate of Maharashtra and avail it's benefits.

Placement in VIT is same for all category students. The only difference in category students is fees they paid. If Money is not constrain, then I would say VIT is better than JIIT in most of the aspects like Placements, Reputation, Oppurtunities etc. However if you want it stay close to home and want to spend less money, then JIT would be fine as it also has good placements for CSE.
