Congratulations for getting such a good marks without coaching. But as the competition is very high and the cut-offs of government colleges varies with,
1) No. of candidates 2) Demand for that particular college or university amongst the candidate 3) Level of exam 4) No. of seats, etc.
It seems your marks is little short for getting any government institutions. But you can avail top private institutions in HP or UP.

Hope you are doing great as per the question asked by you, you should work hard and should focus on achieving high and high in entrance exam it totally depends upon the examination if paper is simple then cutoff goes high gradually and if paper or examination is hard then cutoff goes down. You should certainly work hard and should try to achieve high and high in examination.

I am really sorry to inform you but now you are ineligible to take admission in Mumbai University.
Now you will have to look for distance courses as the application forms must have to be submitted before the aforementioned date.
I am sure you will have plenty of options.
You can also wait for a year if you wish to do so.

As per your query , I would glad to inform you that when you are from certain category like ews then you will be facing competition among ews candidates and whent they get full you will be facing competition for general seats and sometimes when you are just few ranks away from closing they give you the general so any of the reason can be happen in your case

Yes you can do this because a category certificate issued by central government is valid in all states of India only in that cases if you are taking admission via national level examination but if you are from another state and trying to take admission via state entrance level examinations then I must tell you that only candidates who had given 12th examination in that state are considered candidates of that state and get privileged of having category certificate otherwise outer state candidates are counted as general even if they belong to any category.

Each state has its own criteria and bond policy which the candidate would sign before taking admission to post graduation courses in various colleges.
Uttar Pradesh also has this bond service.
Students pursuing PG course in government or private colleges have to pay the required amount if they quit their course midway.
Different colleges take different bond amount.

The eligibility criteria for Karnataka PGCET is that a candidate should have passed qualifying or equivalent examination with an aggregate minimum of 50% marks taken all subjects together (45% for candidates belonging to the reserved category).
Also, the candidates or any parent should have resided in the state for at least 7 years. One should have studied in one of more Government or Government recognized institutes of the state for at least seven years either continuously or in a broken period. Since you are from Uttarpradesh and you have done your education from UP, you are not eligible for appearing in PGCET.
