You can only participate in 15% AIQ counseling & 85% seats of your respective States for which you hold domicile for admission in government medical College.
In other than your domicile state,you can only participate in counselling of private medical colleges.
At your marks there is almost no chance to get you govt. MBBS college in both AIQ counselling or up State quota counselling.
AIQ quota cut off Last year was 610+ marks and up state quota cut off marks was 607+ marks in general category.
Although you can try for govt BAMS/BHMS college at your expected marks. Otherwise you will easily get any best private medical colleges in uttar pradesh at your expected marks.

Since your crl rank is 109000 , hence your chances of getting the colleges like nit iiit or other top engineering colleges with cse branch is zero.
Although you may get a seat in other branches at some good engineering college but for that too you have to go through the last rounds of counselling.

Candidates from any state in India can apply for COMEDK UGET, as long as they fulfill the eligibility criteria as mentioned below-
BE/BTech: Passed PUC, 10+2 or its equivalent from a recognized board with Physics, Maths, Chemistry and English as compulsory subjects securing 45% in PCM(there is relaxation of 5% for SC/ST/OBC) and in place of Chemistry any other subject amidst Biotechnology/Computer Science/Electronics as optional subjects can be considered, diploma students aren't eligible for BE/BTech as there is no provision for lateral entry.
COMEDK UGET is conducted for three hours in MCQs format in online mode with mainly subjects such as physics, chemistry, mathematics, each carrying 60 questions, for each correct answer one mark is awarded, there is no negative marking scheme,

Yes, any student from any state can apply under ALL INDIA QUOTA and the ones belonging to that place can apply under state quota.
The ones with state quota will have a higher chance of admission as the reservation is of 85%.
