Coming to your question, according to Uttarakhand NEET MBBE 2019 Cutoff- 50% state quota seats, GOVERNMENT DOON MEDICAL COLLEGE, DEHRADUN had a cutoff of score 526 and GOVERNMENT MEDICAL COLLEGE, HALDWANI had a cutoff of score 545 for the GEN_ OPEN category. So you do have a good chance of getting a seat. But the cutoffs do vary every year and it depends upon the number of candidates appearing for the exam, the difficulty level of the question paper, total seats available.

At a neet score of 452 you have less chances at state quota or all india quota as the cutoff is around 530+ and also this year cutoff has increase significantly.
Yes the seats have increased as jipmer, aiims admissions will be by neet ranks but also the cutoff score will increase as the score have increased significantly this year.
you can still apply for private or deemed institutions with a annual fee of around 10lkh to 2lakh or drop a year and prepare and take the neet 2021.

See in IBPS application you have to fill all your details like address, name contact details etc. So as you have asked about permanent residential address, so in your case you should go with the address of Uttarakhand, the reason behind is you have aadhaar card which is issued by UIDAI on the address of Uttarakhand and you can use your AADHAR card as you address proof, so whenever they demand address proof you should present you AADHAR Card to them.
