You don't have to worry about that, state of eligibility have been taken as default from state which you have studied your 12th class.
You can participate in the counseling for the state which you have domicile when once started. It will not affect you. It has happened with lots of candidates and it's default taken by system.
For time being now you should be focused on your exam on Sunday and try to score maximum marks so that you can grab a medical seat in good college. To be honest it's difficult to predict about a person if she will be getting a particular branch or not because Uttarakhand Technical University doesn't releases any official data about its cut off.
Although some conditions are considered while deciding the cut offs like choices filled by the candidates, number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs and toughness level of the paper.
As per my view there are more chances for core branches in this college.

Yes, you can surely repeat 12th class with same subjects in CBSE board if you get compartment or for a few subjects. You can repeat it if there are not more than 2 or 3 years. If you have passed but with a low percentage then you can give improvement exams as a private student in the subjects you want to improve.
But if you totally repeat 12th class with all subjects when you already passed lastly without any compartment then you need to face some difficulties. you can look for other Boards or other schools to go to.
