Hope you are fine, as per your NEET in not necessary to get admission in B.Sc Nursing course in West Bengal. but you can get admission in top government college from scoring good marks in NEET 2022. West Bengal Joint Entrance Examinations Board conducts their state level entrance examination named as Joint Entrance Test for Nursing, Paramedical and Allied Sciences Under Graduate Courses(JENPAS UG) 2022 there are around 4230 nursing, paramedical, and allied sciences seats under this exam.
if you qualified class 12 examination from any recognised Board/Council you can apply for JENPAS UG in online mode though their official website at wbjeeb.nic.in.

You don't have to worry about that, state of eligibility have been taken as default from state which you have studied your 12th class.
NTA might come later with clarification on this or you will be given a chance to correct that may after the exam and before result declaration.
Usually you can participate in state counseling for which you have domicile and caste certificate, counseling registration is totally different from this and that state of eligibility will not be regarded as final.
So for time being now,try to focus on your upcoming neet exam on Sunday and try to score maximum to get a medical seat in good college. Revise your concepts and formula in last days it will help you more and keep practicing questions from previous year.

As you are aiming for west bengal colleges, i would like to tell you there are only two good colleges which can be gone through jee mains and that is NIT Durgapur and IIEST Shibpur. Other than these colleges there are private colleges which takes admission on the 10% quota through jee mains.
So, considering you are from general category it's not possible for you to get into NIT Durgapur/IIEST Shibpur. You can try for private colleges like Institute of engineering and management, Heritage institute of technology, Haldia institute of technology and Techno India Salk lake, Main campus.

TO pursue B.Tech in CSE there are plenty of good colleges in West Bengal itself. From your list the Narula Institute of Technology and the Haldia Institute of Technology are two of the best colleges out there.

See very first thing is that you can appear for NEET UG if you satisfy it's eligibility criteria because gap does not affect your eligibility for NEET UG.
Now coming to domicile eligibility, so it depends upon your permanent residence/domicile like whether you are a permanent resident of Delhi or West Bengal or of any other state, kindly mention in the comment so that I can guide you more accurately.
To be eligible for domicile of Delhi, you must pass class 12th from Delhi.
To be eligible for domicile of West Bengal, you must be either the resident of West Bengal continuously for 10 years or if the candidate is not residing in WB continuously for 10 years then his/her parent/s must be permanent resident of West Bengal and have been residing continuously for 10 years in WB.
Now you can check from above conditions which would be applying to you and if not any of them then kindly mention your permanent domicile state in the comment section below I will guide you more accurately.

There is nothing we can do about that. It's your board decision. State examination board decides the rules. It's okay you didn't have 75% marks you still can get admission to Universities and colleges. Many of the colleges including central universities the eligibility criteria for applying entrance exam is 50% about or for OBC it is 40% above. Majority of entrance exam have their eligibility criteria as candidate should be passed 12th from a recognised board with a mark percentage 45% or 50%. It depends and various according to the entrance exams. You don't have to worry about that. Also there are many colleges that give admission.
