As you have mentioned that you have got approximately 10k rank in wbjee and you also have the benefit of tfw category but it is very difficult as per the previous year trends to get top gear government colleges like kalyani.
But you may hope for jalpaiguri government college . You may get information technology there. But there is not much options for good goverment colleges so I would suggest you to prefer the best possible choice.

As per your rank in obc category that is 6.5k so you will not be able to get non core branches in top colleges like Jadavpur University, institute of engineering and technology, heritage institute of technology,technoindia Salt Lake.
But you may hope or rather stand fair chances for non core branches in haldia institute of technology,technoindia university, future institute of technology and other parallel colleges.

In wbjee all the seats are alloted on the basis of GMR rank and not your category rank.
This is very difficult to predict which college you will get because cut off keeps changing every year depending upon a number of factors like

For government college your GMR rank should have been at least around 39000 being from sc
