As both the rank which you have mentioned ie, the general rank and your category rank is quite good. Now talking about your chance of getting admission in Jadavpur college is possible on the basis of your category rank because it is a good one compare to your general rank hence, you should definitely try for it, but there is possibility that you may face difficulties for top branches in that particular college for getting admission due to the competition hence, you should go with proper research and complete information.

No, being from bihar you can't into kalyani or any government colleges

This is because,

Other state students are not eligible for government aided colleges in wbjee . West Bengal domicile requirement is there for seat in Government aided colleges, seats in Aliah university and 90 % of general seats for Jadavpur University( 10% seats are open for other state for Jadavpur University) and also other state students are not eligible for reservation i. e OBC/ST/SC etc.
