I am afraid to confirm you that not only in WBJEE counselling , rather in every counselling you will be allotted only one seat that is for the case of WBJEE one only particular department of a particular institute or college . So it is not possible for a candidate to get more than one college in one round . During choice filling you can put any no of choices there and sort them according to your favourable interest . In every round you will be allotted only one department of one college . According to your sorted choice list the top most available choice with vacant seats will be given to you . If you are happy with that then you lock that and get admission . Otherwise you upgrade. If any of the preceding choice's seat becomes vacant then you will get than otherwise you get the allotted seat given to you from the previous round. That's how it works. So choice filling and seat allotment is very vital.
You can't get 2 or 3 colleges . By your rank many departments of many colleges can be available to you but you will given that particular department of that particular college which is in higher position in your choice filling list.

So if you have already selected upgradation then you can't take admission now . Because if you get a new allotted seat then the allotted seat of the previous round will of be no use .
Admission can be done if you confirm the allotted seat given to you and don't upgrade further . Then you go to your respective institution with all the documents and get admitted.

There is no Mop up round in WBJEE counselling. The WBJEE counselling consist of three rounds and two rounds of counselling for JEE qualified students. West Bengal Joint Entrance Examination Board has released the seat allotment result for round 3 counselling. First round seat allotment result for WBJEE counselling through JEE Main has also been announced. The counselling authority allots seats on the basis of choices filled and the WBJEE score obtained by the candidates and after that on the basis of JEE score.
WBJEE 2021 will be held in the month of April 2021. In December 2020 Application Registration process will be started.

Different counselling authorities have different guidelines about erefunds and upgradation.
I don't know which exam you are talking about.
For example, when I was applying for state counselling of Odisha last year, the the fees can only be refunded within a limited time period. If you fail to apply for it you would miss the chance. most other counselling authority's follow the same guidelines.
Yes the upgradation fee would be for every other counselling stage. You don't need to pay upgradation fee for each round of counselling.
