Choosing TFW yes would mean you need to provide the documents such as income certificate etc. In absence of any of them your admission might not get cancelled but the fees will not be waived in lack of the supporting documents. However it would be appropriate if you send the WBJEE conducting authority a mail regarding the changes.

It is too early to predicting anything about WBJEE 2021 because no any official notification has been released by the competent authorities for session 2021-22.
Generally Application form for WBJEE releases in last week of December and last date usually appears in third week of January but as this year all entrance exam have been delayed due to COVID-19 Pandemic and everything is uncertain so just wait for any notification to be released for year 2021.

For CBSE you can use the formula that is multiply the CGPA with 9.5 to get the percentage. But full marks should be 100 for English.

See the cutoff score vary every year. It depends on how many students appeared in exam , difficulties in exam paper, etc. Since as your OBC rank is 199 it is a good rank for pharmacy. In West Bengal there is only two government pharmacy college jadavpur University and Institute of pharmacy Jalpaiguri. So you have a chance to get admission in any of them.
