Look, Admission through WBJEE generally done based on Candidate's General Merit Rank , not obc or Sc rank , it is just given to count the number of candidates in any specific caste .
In Govt colleges , the cut off are little bit high , specially in CSE/IT subject than private colleges .

Congratulations on your rank. No you cannot get Information Technology because the closing rank for IT last year was - 1304, but ranks vary every year so you can try.
