IEM Kolkata is a good college to pursue BTech. However, it is not the best. Colleges like Jadavpur University and KGEC are far better than IEM. Also, IEM is a private institute, and Jadhavpur and KGEC are government colleges. But, IEM is one of the best colleges in KOLKATA. If you are getting CS Branch you can definitely go for it.
Since, you have not taken the WBJEE exam, you have to get admitted to that college through the management quota. You can contact the college directly or go through counsellors. However, this method is not advisable . Many counsellors just go on bluffing people. So take your decision wisely.

who scored above in wbjee, are provided with GMR(general merit rank).There are number of reservations for OBC/SC/ST candidates and also for meritorious and financially weaker candidates (in the form of TFW, available for all categories).All these quotas are available for West Bengal students.For, other state students, there is no specific quota.All of them are considered in general category,therefore there GMR is considered during admission.

In IEM, closing rank for CSE (AI & ML) was 2327, and for IT it was 4016 in round 3 (mop-up 2021).
Heritage however, accepted upto rank 7688 for CSBS, so based on your rank of 6317 you might have a chance of getting Computer science and business in Heritage.

From both of the above mentioned state level entrance exam, you will get some of the best Engineering colleges for CSE branch.
So, according to my opinion, since you'll get good colleges for CSE bracnch even from WBJEE or from COMEDK, you must go with COMEDK exam. The reason is that The Engineering Colleges in Southern India are far much batter than any Engineering colleges from other parts of the country. besides, the exposure and the social life in southern Indian Engineering Colleges are also very good.
