Megha if you are interested in studying Mechanical Engineering in government engineering college then you have a good chance of getting ME at Government College of Berhampore, Purulia and Cooch Behar.Coming to your second option i.e Architecture then there are only one accepting WBJEE rank i.e JU  for that you should have scored at least a rank somewhere near 5k and should have appeared either NATA or JEE main paper 2.
