Percentile is the percentage if candidates who score less or equal marks than you. We cannot convert percentile in to percentage because we do not know how many candidates scored equal or less percentile, number of candidates appeared, top score in the exam etc.

The general rank for 65 percentile may be around 5to 6 lakh. If you belong to any reserved category the rank may decrease under category rank. Keep trying to increase your rank in second attempt, try your level best.
