First wait for the ignou results, hope you will get the admission.
2nd thing you should have to apply for DU SOL- fees in Delhi University school of open learning for ba hons is around 3500 per year.
I think you will afford it.
It will also be a good option for it. ( there is no such entrance exam for it)
You have only 40% in your 12th boards.
