Now, as per previous years counselling schedules the pattern is as follows -

First, all India counselling begins. All India Quota and Deemed University counselling begin at the same time. Coming to Karnataka state counselling, generally what happens it registration starts early. But the first round of counselling begins after the completion of first round of all India counselling. And the second round of state quota counselling begins after the completion of second round counselling of all India quota and deemed universities. There's sufficient window for shifting from one counselling to the next.
