Hello,

Transfer Certificate is the leaving certificate which you will obtain after completion of the course and leaving the college or leaving in the middle of the course. If is a proof that you have studied in a particular college and left the college. As you haven't obtained your transfer certificate we would suggest you to the respective institute and enquire in the administration department regarding the transfer certificate and apply once again by intimating that you haven't received the transfer certificate. When you obtain TC you can then apply for migration certificate.
