Are the seats distributed through mop up round by central universities deserve higher fee structure than all India quota seats?

hey,
mop up round counselling process is nothing to do with fees. mop up counselling help only if there is vacant seat remains in colleges participating in counselling process. fees will be same as other candidates who got seat at the different round of counselling process.
