As we know there are 15% AIQ seats and 85 % seats for any national exams. So yes you can apply for other state counselling too if you have a good score and also the counselling dates differ for every state.

There might be some restrictions that if you are granted a seat in 2nd round in AIQ then you have to take admission into the college and your money won't be given to you.
