At 5300 rank, which best govt. college can I get.

Assuming this is regarding JEE rank ,since you have not mentioned the category and the branch you wish to choose , it is not possible to say for sure but based on the previous cut-off trends, getting into IITs might be difficult but you may easily get admission to NITs, IIITs & GFTIs . If you really want to get into IITs you may however check the opening and closing cut-offs for various specializations,as certain less competitive specializations might be available for this rank and choose according to your choice. Among this your best option would be NITs and based on the course specialization and the state/region preference you may decided which is best for you.
