Electric Engineer does not has much study related to computer software or hardware but if you have keen interest into programming and coding, then you can learn the same from yourself and then you can mention the same during your interviews and then you might have a chance of working for that field depending upon the company's demands and your skillset.

Yes,an electrical engineer can also work in the IT sector , if he/she has the skills of the networking /programming languages . So that one can be able to work in the IT-SECTOR.
IT- Sector is the most flexible industry where anyone can work there if they have much more skills . For example : Google hires engineers in their company without a degree even , and also there is secret recruitment process where Google hires you from the total search history,if your search history has more programming base . They may give call to interview. Thus anyone can work as IT engineer with flexible skills with them
