If by failure you mean you didn't completed your graduation then I am sorry to inform you that you won't be able to apply for any post graduation course in any university. There are some minimum eligibility criteria that each student must satisfy before getting an admission and that is must for every aspirant.

As you said that you are a failure student ..it is not clear that in which field or degree you are failed ..as you said that you are failed from university..

Requird critera is that Minimum qualification is 12th passed/appearing with 75% aggregate of best four including 85% in English for general category. A general candidate should have Minimum 60% in four subjects (including mathematics), 54% for OBC, and passing marks are required for SC/ST
