Yes , you can give jee mains in b.tech 2nd year provided you have not taken any drop. You can consecutively give 3 attempts of jee mains in 3 consecutive years . But you cannot give jee advanced in the third year because you won't be eligible for that. You can give jee advanced consecutively for two years and not more than that.
Also, you must keep in mind the basic eligiblity criteria for jee mains like you need to have 75% aggregate marks in your 12th standard. In recent years it was removed due to covid .

Yes, you can appear for JEE Mains though you are studying in B.Tech 2 nd year. But make sure that you fulfil JEE eligibility criteria. From year of passing of 12 th standard you can attempt exam for three consecutive years. Make sure about it and go ahead if you are still eligible.
If you are planning to appear for JEE Mains 2022 then you must have completed 12 th standard in the year of 2020 or 2021 or 2022, only then you are eligible.
