No, with 90 Percentile in JEE Main, in spite of being from EWS Category,you wont secure a seat at IIEST Shibpur Aerospace, irrespective of whether youre a Home State or Other State Student.

If we go through the analysis of marks Vs Percentile Vs rank for JEE-Main 2020 then according to the percentile mentioned by you in the question your CRL rank is expected to be in the range of 102300 - 115000 , you can check out marks Vs ranks Vs Percentile from the link given below :-
