Yes it's possible. You just give the entrance exam of B.E Lateral Entry and take admission in whatever branch you want to study. Yes, may be you contact the registrar, authority of your interest for institute, university.

sorry to say you would not eligible to take b.e in computer science engineering after doing diploma in metallurgical engineering. candidates of diploma course who have studied 3  years diploma in engineering course on computer science engineering are eligible to apply for b.e in cse domain.

however you are eligible to take mechanical or  production engineering in b.e course.

Absolutely, you can. I did the same. If you want to go for it, no one will stop you.

Start learning basics of computer science and C programming prior to applying for the engineering course. This will give you a basic idea related to computer science. I guess C program is taught in 2nd sem (it was back in my college), you will join as lateral entry in 3rd sem, which means no C programming classes and lab for you.

But make sure you have genuine interest towards computer stream, else, there's no other way around i.e. you can't revert to mechanical stream
