can i get ECE/EEE/EE at any nit at 92%tile of an obc student??

If we consider your general ran on this profile then it is around 80,000 and in obc It will be around 20000-22000. On this rank there is a chance you can get a seat in your home state NIT. The cut off depends upon the number of seats available, the difficulty level of paper and number of candidates writing the examination. And, hence varies every year depending on these factors.
