can i get Nsit with 32318 gen outside Delhi defence quota priority 7th ?what about pec???

one seat
in
selected branches
for defense quota in NSIT, which gets occupied upto category 3.
So, its useless to think about it.

You have less chances to get these colleges based on your rank.
Through, JEE Main you can get private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE Main score/rank. You need to apply separately for them.
