Your security money will only be refunded if all of the counseling rounds are over and you were not allotted a seat in any of the rounds.
Only then you will be eligible for a refund, also if you were allotted a seat and you didn't accept, then you won't receive a refund. But, if you weren't allotted a seat in any round, then after the counseling is over, a list of eligible candidates for refund will me made.
After this list is made, You will get your refund after 15-20 days in the same account from which the payment was made.
