You can certainly prepare for NEET while studying engineering. As you are doing engineering, you would have PCM so be aware that you also need to have biology to be eligible for becoming a doctor through NEET. Assuming you have PCMB, you are certainly eligible and can prepare for NEET while studying engineering.

According to me, it would be very difficult because NEET is one of the hardest entrance exams in India and engineering as a degree itself is also hard. So tackling and managing both  at the same time would be very difficult. Also, NEET is heavily focused on Biology (50%), while there is not even 1% trace of Biology in engineering so the syllabus vary for both. NEET preparation requires consistent efforts of at least  6-8 hours a day and engineering is filled with semester exams, projects, assignments, presentations etc.

If you want to prepare for NEET while studying engineering, your primary focus would have to be NEET . Although engineering is a hard degree and required focus, it is still manageable at last moments like for end semester exams, you could start preparing from a week before to get decent marks (or maybe a day/two days before if you are a bright student and just want to pass).
Although you won't be topping in engineering by this method, you would be getting decent/passable marks in exams and you can shift your focus towards NEET. So in short, you would be sacrificing your College CGPA for NEET preparation which is acceptable if you get good marks in NEET.

And now coming to NEET itself, you would need to be consistent while studying at least for 6-8 hours per day. You will have to sacrifice your college and social life if you really want to pass the exam.
