Can I take admission in du even after I first got admission in ru for ug course...

Yes, its your personal preference if you secure seat at both DU and RU then you can choose either one. You can withdraw your seat from RU if you get into DU. You will get your fees refunded however some amount may be retained by the university and that depends on how late you withdraw. But usually you get your fees back be it any govt. University.

Yes you can but you have to left the university you have taken admission first. Then if you have passed the entrance exam of DU successfully then you can go for DU admission.

Nd will the fees in previous university will be refunded?

No, mostly the universities do not refund back the money.
Merit basis it is hard to get admission in du. Your entrance score really matters.
