Hey,

Yes, free exit is allowed in the first round of all India counselling if you do not get a seat.

However, suppose you do second round of counselling and you get a seat, then you will not get a free exit. You can exit the counselling with forfeiture of fees if you do not join the allotted seat. But, if you do join the allotted college, then you cannot leave the seat.
