So, the answer to your question is, Yes, you can definitely apply directly in state quota without having to apply in all India quota. State quota seats are filled separately by state . If you are sure that you don't want to go to any other college in any other state, and you have your mind prepared for that, then you can definitely skip the all india counseling, because state counseling has it's own perks because cutoffs are lower in state counseling.
