So, the answer to your question is, Yes, you can definitely apply directly in state quota without having to apply in all India quota. State quota seats are filled separately by state . If you are sure that you don't want to go to any other college in any other state, and you have your mind prepared for that, then you can definitely skip the all india counseling, because state counseling has it's own perks because cutoffs are lower in state counseling.

See the process starts from aiq counselling then the seats are given to state quota in second round. Then mop up round and institutional rounds are conducted. Then rhe college merit list is displayed.

Yes, why not you can only participate in state counselling Rather then going for all India quota. Even if you are going for all India quota you will have selected colleges to participate as not all the college's participate in all India quota. So you can only go for state quota with no objection.
