Yes. we can apply for state counselling without applying for all india counselling
because one of my friend didn't apply for JOSAA which is all india engineering counselling and apply for DTE(Maharashtra) state level counselling. and getting an state level colleges.
it doesn't matter!

Yes , you can directly apply for the state quota counselling if you do no wih for the All India counselling. State counselling is generally done after the All India counselling.
