No, it is not possible for anyone to apply in both the quotas. You can apply only in one quota.
You can fill out other form with other quota, if want to check out your rank with both the quotas.

As far as the counselling is concerned, you don't apply directly to the college.
You sit for counselling for both AIQ seats and state quota seats.
Allotment is done and it might be a case where you are alloted the same college in AIQ and state quota both.
