dear sir I have graduated from plane bsc with Chemistry zoology and fishery science subjects can I do Java development

If you want to go for certification programs then in most cases there are no such eligibility criterions. So obviously you can go for such courses, but before joining you should keep in mind that the institute you are joining for the course have some sort of placement or recommendation program. If these facilities are available then you can expect a better scope ahead. Apart from this you should learn the skills because this courses are only skill relevant. The better skill you have, the better you will get opportunities.

Also learning this you can freelance. So you have good scopes ahead with such course ahead provided you must be sincere about your approach.
