The cut-off of NEET UG change every year. Not just NEET UG, but this occurs for every examination. Cut-off is a variable parameter and it depends on the seat matrix, category to which you belong, the number of candidates who appeared in examination, the difficulty of examination etc. All these factors vary from one year to other, hence the cut-offs too. What predictors do is, they study previous year data and their trends to predict the rank or college, and thus may have variations from the actual one.

Yes,  cut off rank changes every year. The opening and closing rank depends on lots of things like, 

1. Difficulty of the paper

2. Market value of the course

3. Number of students give exam etc

But if you compare it does not varies that much.  If you want to take admission in a college,  you can previous years cut off with your rank.  And you can come a conclusion.  Because it varies a little. 

Dear Sayi, cut offs change every year and are dependant on various factors like no.of seats availble, no.of candidates appearing for the exam, top NEET score and difficulty of the exam. Now since 2018, almost 3 lakh more students appeared in NEET, 80,000 more students qualified and a mere 1000 seats have been newly added across India. And EWS Category adds more reservations. And all this affect ranks change every year. For example of 560 marks got an AIR of 4567 in 2018, this year it can be 8753.
