Yes AFMC falls under the 15percent quota in India. And dear Deepali,

A Jammu and Kashmir resident can apply for AFMC without self declaration.

NEET has AFMC seats as well. So hope you got your answer. All the best for your career and hope you have a bright and promising career in near future.
