Hello dear
No there is no fee for choice locking.
You you will not lock your seat than the automatically what you have filled at the last time ; will be considered your final choices and it will be locked.
There is only registration fee for the whole counseling process .

And yes
To see the results of first round you need to login .
So login just after the results so that you can prepare for the verification of documents if you allot any seat .
See the information and annexures and documents list which you will need during the verification on the main site of josaa.
