Does "qualifying" in AIIMS exam 2018 confirms a "sure" admission in AIIMS MBBS course for the candidate?

No. Qualifying marks are much lower than cutoff score for a seat. Qualifying marks are just a criterion to define that the candidate has scored the minimum marks to become eligible for counselling in case seats are there. If you fail to qualify and still some seats are vacant, you wouldn't get that seat.
