During the registration of NEET 2021 I entered my permanent address as Bihar and also submitted my EWS certificate of Bihar so will it be a problem if I want to attend UP state counseling in general or ews category?

But since your EWS certificate is of Bihar, there might a problem for doing counselling for EWS category in Uttar Pradesh.
