Under All India Quota, All the 15% of All India Quota Seats except for Jammu and Kashmir, 100% Seats at Deemed and Central Universities, IP Quota seats in ESIC Colleges, Seats at AFMC, AIIMS and JIPMER  are filled by DGHS. There will be 3 rounds conducted namely Round 1, Round 2 and Mop Up round. But to give you an idea, once NEET results have been declared and the merit list has been released the online registration for All India Counselling process will be notified. Those Candidates who have qualified can register. During the Choice filling and locking, you need to select the Colleges that you want to be allotted a seat in. The seats are allotted by the system based on merit and order of preference and so this is where you need to be careful in your choices.

So the steps are:

1. Appear for NEET and qualify
2. Wait for the results and the merit list
3. Register for Counselling by paying refundable and non refundable fees
4. During Choice Locking, select Colleges that you want a seat in
5. And once the seat has been alotted join the College if you like or participate in the further Rounds.
