Hi, I got 13854 rank in OBC category in JEE Main and my IIIT Delhi rank is 7788 . Is there any chance in getting admission in IIIT Delhi in computer science ?

In 2019 the cut off for candidate belonging to OBC category under Delhi region was 63044 to get admission in IIIT, Delhi in Computer Science Engineering. And the cut off for candidate belonging to OBC category outside Delhi region was 5855 to get admission in CSE. You haven't mentioned your state. If you belong to Delhi region then you have decent chances of getting seat but if you belong to outside Delhi region then you may not get seat. Cut off changes every year depending on number of candidates applied, difficulty of exam and number of seats available etc.
