Everyone has eligible for Jossa counselling who has appeared in the JEE mains examination. It doesn't matter that they have qualified JEE mains cutoff or not. Hi there, you are eligible to fill josaa counseling 2019 but you are not eligible to get any NITs, IITs,GFTIs, or government colleges but you can apply for private colleges which are taking part in counseling.

You can register for JOSAA counselling 2019 but according to your marks you will not get any good government college.

Since, your jee mains percentile score is below the cutoff of OBC NCL list, so you are not eligible for applying in JOSAA counselling.But you do have chances of getting admission in private colleges through state counselling like GIET,NIST,etc.
