At this rank, getting a CSE branch is impossible in top notch NIT's. Generaly CSE branch get closed around 6k for general category.
Most likeable NIT's are
1. NIT Agartala
2. NIT Silchar
3. NIT Srinagar
But I won't recommend you to join these lower NIT's. As most lower NIT's don't even their permanent campus, nor adequate lab and what worse they lack the minimum requirement of having a permanent competent faculty.
So now the best possible options are
1. Prepare for BITSAT. Yes this is the best option you can have. Prepare well for this paper and you can expect a score of 300+ easily. From that you can easily grab a seat at BITS Goa which is far better than any of NIT (leaving the top 5 NIT's)
2. With this rank, I would suggest you to look for EC (electronics and communication).In major curriculum like Data Structure, Tree building or Software technology is taught like in CSE. Also this branch can be get at lower rank and also added advantage you can appear for GATE & IES with EC branch.

Your rank is quite good if this is your CRL rank but if this is your category rank then you have no chances.
