It varies year to year and depends upon the vacancies available .For chemical engineers to get job in PSUs like HPCL,GAIL,BPCL,IOCL  the rank in gate should be below 100 for general category.However for OBC it may goes upto around 140.

IOCL is the company which offer maximum no of jobs in comparison to all the above PSUs followed by HPCl.

Sometimes HPCl call for upto 200 rank but not more than that.

You should look for higher studies form IITs or form abroad.
